    Admin should not become the default frontline responder. The role exists to keep the system trustworthy, enforce closure discipline, and intervene when queue health or coordinator ownership breaks down.

    Admin sees trust and control surfaces, not every task as a handler

    Admin should be able to review organization verification, stale queues, ownership conflicts, and cases where policy gates block closure or require governance intervention.
